Summary/Abstract: This article is another study presenting the principles of operation and organization of police arrests established in 1817 under the ordinance of the Government Commission for Internal Affairs and Police. Administrative regulations issued by central government administration bodies and documents collected by state archives will be analyzed. The source material, although scarce, allows specific conclusions to be drawn. The principles of the operation of police arrests were based to a large extent on developed practice and regulations regarding the organization and operation of detention centres, which undoubtedly resulted, on the one hand, from the similarity of both types of arrests and their frequent use of one premises, and, on the other hand, from the significant legislative shortcomings in the field of police arrests. from the very beginning, there was a lack of suitable premises, which resulted in the terrible condition of these units. They remained under the direct management of mayors (presidents), who provided food, light, fuel and other necessities, and were also obliged to conduct searches aimed at controlling the population and the general condition of the detention facilities. Inmates had the right to food (although this was barely sufficient for survival), and, if necessary, efforts were made to provide the necessary clothing or provide basic medical care. We know little about the rules of behaviour applicable to inmates, although they certainly applied to both internal and public work. We have similarly scant information about the prison service, although we certainly know that the lack of funding for these units and, consequently, low salaries were the reason for significant staff shortages.
