The Last Visit of Nicolae Ceaușescu to Warsaw (1987) and the Decline of Romanian-Polish Relations

Summary/Abstract: This study examines Nicolae Ceaușescu’s last official visit to Warsaw on 9 July 1987, in the context of the deterioration of Romanian – Polish relations and the transformations generated by Gorbachev’s reforms within the socialist bloc. The working hypothesis of this research is that ideological differences and the divergent strategies of structural adjustment adopted by Romania and Poland in response to the systemic crisis of the 1980s contributed significantly to the decline of bilateral relations. The visit is analysed not only in terms of relations between Bucharest and Warsaw, but also those between Bucharest and Moscow. To this end, the study draws on Romanian and Polish diplomatic archives, transcripts of the meeting, as well as documents from the Securitate’s archives and press sources. The research highlights both the official aspects of the meeting and the undeclared tensions that shaped cooperation between the two states. At the same time, this study helps us understand that once reforms began to be implemented within the socialist countries, their ability to control them and to influence public perception was significantly diminished, regardless of high-level efforts. Moreover, the reconfiguration of international relations in the context of the Reagan – Gorbachev dialogue contributed to the erosion of the self-isolation imposed by the Ceaușescu regime, making certain changes no longer avertable.
