Summary/Abstract: Public video surveillance by Law Enforcement Agencies (LEAs) has immense potential to invasively affect fundamental rights and freedoms, through continuous monitoring and other functionalities. The possibility of negative impact raises even more with advanced technologies, intended to replace conventional, passive video surveillance with proactive systems. Therefore, these ideas should be carefully considered from human rights perspective. In this paper, after discussing the purpose of public video surveillance and the development of AI-based systems, the author considers some essential legal requirements and insists on safeguarding human rights.
