Summary/Abstract: Earlier this week, I received a press release from an organization called the Association for Human Rights in Central Asia with some startling news: Islam Karimov – the authoritarian Uzbek president responsible for the Andijan massacre, systemic torture, child labor, and other assorted crimes – would be coming to Brussels later this month on an official, but clandestine visit.
