Summary/Abstract: All Member States have various incentives to draw foreign investment from third-country nationals. Most Member States have also discretionary naturalization procedures. Through such procedures, Member States can grant citizenship individually to a foreigner in accordance with the national interest. In some Member States, legislation provides that national interest can be assimilated to an economic or commercial interest. Limiting the risks associated to investor citizenship and residence schemes operated by third countries is essential.
