Summary/Abstract: Residence is an institute that represents an element of the personal status of citizens. The elements of the personal status of citizens serve to determine the position of citizens in the legal and political life of the state. In addition to residence, these include citizenship, personal name, whereabouts, etc. Since residence is the basic element for determining the position of citizens as a legal subject, the realization of numerous rights and the fulfillment of obligations later depend on it. Precisely for these reasons, residence finds its significance in all branches of law – in criminal law, in civil law, even in private international law. Nevertheless, residence is part of administrative law. The process of registration and deregistration of residence is carried out by the Ministry of Internal Affairs, as an administrative body. This body also keeps records and issues certificates of residence. Residence also appears as an element of the application of administrative law in administrative proceedings. Although residence is part of administrative law, recently it has been studied more from the aspects of private international law as one of the connecting factor. Our idea in this paper is to determine the significance of residence in administrative law. We will try to do that by analyzing the significance that the Law on General Administrative Procedure attaches to residence, as well as by analyzing the provisions of regulations that regulate other areas that are important for administrative law. But before that, we must define the concept of residence and determine how citizens acquire residence, change it, and whether they can lose it, and also whether they can have only one or more residence.
