Summary/Abstract: Among the objectives of this scientific research effort we can find an answer to how public international law has changed to adapt to the contemporary world and contemporary needs. How can technology help us and how can technology reduce the distance between people and elites or those in power? about how electronic or smart governance can lead to a new dimension of democracy, that of smart democracy. In the conditions in which threats press on peace, it would be urgent to defend the demands of a "rules-based international order" or in "globalist" terms rules-based order (RBO). We live in troubled times from all points of view, human civilization is discovering itself in an identity crisis, the poles of world power are moving, we find it difficult, increasingly difficult to find the thin path between truth and manipulation. Now, when many concerns and inadvertences arise at every step in our everyday humanity.
