Summary/Abstract: The essence of consolidated democratic systems is their leading characteristic: openness to citizen‑inclusive discussions about possible directions of change. This characteristic invariably lends the concept of democracy its appeal, although it itself remains ambiguous. Democracy can be practiced in various ways, and it is impossible to count the analyses of these methods. Here, references to published sources will be devoted only as much space as necessary to draw the reader's attention to the issue of the Gordian knot of decision‑making in public policies, which is one of the hallmarks of Polish post‑transition democracy. Understood this way, the problem of the "Gordian knot" has potential PR appeal, but left in this form, it would be suitable at best for the formulation of a more or less elegant meme, or perhaps it could be presented in some short but ambiguous statement, similar to those that various online orators--including leading politicians who eagerly, even routinely, use this form of communication with the public--love to "whistle" in their social media posts. The author of these words, however, does not wish to "whistle" anything, and the shallows of social media are not his preferred waters. For this reason, he will attempt to analytically approach the aforementioned problem of the Gordian knot of decision‑making in public policies, drawing attention to: (i) the patchwork systemic paradigm, which also affects knowledge and innovation management, and (ii) the lack of dialogue on the Polish nuclear issue. The initial thesis, hypothesis and conclusion, mentioned in the Introduction and developed later in the text, will serve as an initiation for this purpose.
