Compulsory third party liability insurance for motor vehicle owners after the 2024 amendment – selected issues

Summary/Abstract: The aim of the article is to analyze the new regulations contained in the statute-changing Act on Compulsory Insurance, the Insurance Guarantee Fund, and the Polish Motor Insurers’ Bureau, which entered into force on November 6, 2024. The analysis focuses especially on the new concept of vehicle movement introduced into the act and the amended definition of putting a vehicle into service. The author attempts to make a practical analysis of the changes, taking into consideration the current insurance practice following the entry into force of the amended regulations. The analysis focuses specifically on the impact of these regulations on third-party liability insurance coverage for motor vehicle owners, as well as on the scope of mandatory insurance, particularly in the context of special-purpose vehicles.
