Summary/Abstract: The socialist October Revolution led to the issuance of the decree on freedom of conscience, created by the Soviet authorities in January 1918. This decree guarantees any religious organization, including the Orthodox Church, the right and the possibility to exist and to carry out its activity, so long as it does not violate public order or the rights of other citizens. The importance of this decree was immense for the revitalization of the Church’s internal life. Under the tsar, the Church had been dependent on the state.
