Summary/Abstract: Hungary as a member of Schengen Area is responsible for the control and management of its external borders. Thisborder protection includes not only the protection of national interests but also contributes to the enhanced security of theSchengen area as a whole. The European integrated border management (EIBM) concept provides a unified, coordinatedframework for action across all relevant domains, to ensure security. Nevertheless, the precise roles and responsibilities of therespective authorities have not been adequately delineated within the present framework. The objective of this study is to addressthe issue of interpreting integrated border management and to present and compare the development cycles of EIBM. The authoraccomplishes this through analytical and comparative descriptive research, leveraging a combination of primary legislativesources and secondary literature. The research findings indicate that the continuous expansion of the components of EIBM hasresulted in overlaps due to a lack of adequate definition and explanation. In addition, the documents analysed in the interpretationof the thematic and horizontal components of integrated border management resulted in fragmented and difficult to understandguidelines, which in turn made clear interpretation even more challenging. The main conclusion of the study is that, althoughthe components of the EIBM are laid down in EU legislation, a coherent interpretation of the components remains a challenge. To address this challenge, the author makes a series of concrete recommendations.
