Summary/Abstract: Natural and technological cosmic disasters together with those generated by security environment dynamics – crisis, armed conflict and war – are, largely, unavoidable. They involve an intervention system not only to prevent and ameliorate effects but also to eliminate their traces by disrupting effects’ chain. Interventions can not be done anyhow but by predefined norms, principles and rules within a unitary and coherent system. Interventional policies and strategies must respect these principles (being part of efficient action theory) and put them into practice.
