Summary/Abstract: The article analyzes the evolution of the constitutional position of local self-government in Poland – from its origins in the medieval period, through systemic transformations during the partitions, the Second Polish Republic, and the communist era (PRL), to its reconstruction and strengthening after 1989. The author discusses successive constitutional acts and laws regulating local government, highlighting the changing degree of its autonomy, the mechanisms of state supervision, and the scope of its delegated responsibilities. Special attention is given to the role of local self-government as an expression of the principle of decentralization of public authority and the implementation of the idea of a democratic state. Local self-government is presented as a dynamic institution which, despite historical limitations and attempts at centralization, has gained a stable and strong position in the structure of public authority, enabling local communities to have a real impact on public affairs.
