Summary/Abstract: Effective functioning of public administration requires responsible, qualified, and capable personnel. Given the constantly increasing demands and expectations of citizens and the business sector, continuous professional development, education, and training of civil servants have become imperative. Adequately trained civil servants are able to provide services more efficiently and with higher quality. Professional development of civil servants can take various forms, with this paper focusing on specialist training programs and specialist academic studies. The distinction between these two forms lies in their purpose, content, duration, and academic recognition. Specialist academic studies, as a form of formal, non-cyclical higher education, involve the participation of higher education institutions, a defined curriculum, a specific number of ECTS credits, and the awarding of an appropriate academic title. In contrast, specialist training represents a form of capacity building typically conducted by specialized organizations, with a primary focus on acquiring practical skills and competencies necessary for performing specific tasks or duties. This form of training is particularly characterized by its applied nature and is usually organized as short-term, often informal or semi-formal, programs. In addition to outlining the theoretical framework, the paper also presents the results of research on the quality of specialist trainings conducted within the institutions of Bosnia and Herzegovina, along with an analysis of the legal framework and practices related to the implementation of specialist studies for civil servants in Bosnia and Herzegovina.
