Summary/Abstract: This study aims to identify the potential contributions and limitations of the eco-welfare state approach, which addresses environmental sustainability from a social justice perspective, in terms of women’s welfare. The study examines the extent to which welfare state models take into account women’s needs and care work in ecological transformation processes; it evaluates the opportunities and limitations of the eco-welfare state within the framework of social care infrastructure, the social organization of care work, and social rights. The study demonstrates that the eco-welfare state approach holds significant opportunities for women’s welfare through the strengthening of social care infrastructure, the organization of care services on the basis of public responsibility, and the expansion of low-carbon employment sectors. In addition, universal public healthcare services, comprehensive social protection systems providing security against lifelong economic risks — including climate-related risks — and policies aimed at reducing energy poverty emerge as key policy intervention areas that reinforce the eco-welfare state’s potential to enhance women’s welfare. However, the persistence of the gendered organization of care work and the lack of gender sensitivity in ecological transition policies constitute major structural barriers to the realization of these opportunities. The study demonstrates the necessity of addressing women’s welfare within the eco-welfare state not as a secondary component of environmentally friendly policies, but as a constitutive element in which a gender perspective is integrated. In this regard, the importance of designing ecological transformation policies through a welfare perspective that centers care work and gender equality is emphasized.
