Summary/Abstract: The principle of adaptability is regulated by the Romanian Administrative Code in the section dedicated to public authorities and refers to their obligation to meet social needs. At first glance, we can say that adaptability involves the creation and implementation of mechanisms that enable public authorities to respond promptly to any change in social needs. In reality, this process is extremely complex, with public authorities needing tools to identify what legislators refer to as “social need” the concept of corporate social responsibility being one such tool. Although corporate responsibility is a concept that emerged and developed within private companies, reflecting their commitment to the community through the adoption of strategies in areas such as sustainable development, the environment, and social involvement, it has only relatively recently been adopted by public organizations. This study aims to justify why the current dimensions of the CSR are elements that can enable Romanian public authorities to identify changing social needs and modify their response to the values and standards required by society, thus allowing them to be integrated into the concept of adaptability. The goal of public authorities is not only to carry out their activities efficiently and effectively, but also to ensure that all citizens have access to a better life. In this regard, public authorities must adapt their regulations and mechanisms taking into account the principles promoted by CSR, such as respect for human rights, responsibility, transparency, and ethical behavior towards the beneficiaries of their activities or towards the environment. They can use CSR practices by involving public and private actors and civil society in public policy objectives in order to meet social needs.
