Summary/Abstract: Accelerated digital transformation and the interdependence of critical infrastructures require cybersecurity and resilience as fundamental elements of national and European security. The evolution of the Romanian regulatory framework in this area is analyzed, under the influence of the NIS2 and CER directives, as well as its integration through Law No. 58/2023, GEO No. 155/2024 (Law No. 124/2025) and Law No. 294/2024. The legislative and institutional architecture created to strengthen the protection of computer networks, the continuity of essential services, and interinstitutional cooperation, both at the national and European levels, is highlighted. Romania has a complex and integrated legal framework, aligned with European standards, but its success depends on the cultivation of a national culture of cybersecurity and the coordinated involvement of authorities, the private sector, and civil society.
