On the Symbiosis between Grassroots Activism, Urban Cultural Policy, and City Identity-Building. The Zeitgeist of Urban Festivals in Poland on the Example of Lublin: The Evolution of Assumptions and Festival Practices

Summary/Abstract: The article analyzes the phenomenon of contemporary urban festivals in Poland, with particular emphasis on Lublin as a case study. The aim of the research is to demonstrate the evolution of festival ideas and their impact on cultural participation. The author refers to the concept of zeitgeist as an interpretive framework that allows capturing characteristic transformations of festival practices. The article conducted an analysis of four Lublin open-air festivals: Night of Culture, Re:tradition, East of Culture – Other Sounds and Carnival of Stuntmen. Found materials were used, such as research reports, strategic documents, data from cultural institutions and press materials. The analysis shows that contemporary festivals not only fulfill an entertainment function, but also shape urban space, integrate local communities and influence the cultural identity of cities. An important role in their development is played by bottom-up activities of the cultural environment, which are a characteristic element of Lublin. The role of festivals in redefining participation in culture in the context of social and technological changes was also emphasized. The conclusions suggest that urban festivals are an important tool of cultural policy and a key element of contemporary city promotion strategies.
