Summary/Abstract: The last years of Ottoman rule in Kosovo and Metohija were marked by the aggravation of political, economic and agrarian relations, which due to weakness of the central government led to the strengthening of lawlessness and anarchy, and the violence of Arbanasi against unprotected Serbian population. Due to the intensified Austro-Hungarian propaganda among Arbanasi (which were supposed to serve as a bulwark against the aspirations of Serbia and Montenegro) and the powerlessness of Turkish authorities to control Arbanasi in the almost secessionist Vilayet of Kosovo, the crimes of Arbanasi again compromised the survival of the local Serbian population, massively emigrating to Serbia because of the violence. Omission of the northern part of the Vilayet of Kosovo from the reform program and a continued policy of appeasement toward Arbanasi, made of these areas the territories without law and order. Serbian population in this region was struck by the wave of violence that threatened to completely remove them from this area. This was particularly evident in 1905, recorded as one of the most difficult years for Serbian people in Turkey. Sucked into the vortex of anarchy, the Serbs in Kosovo and Metohija were faced with systematic pressure and terror that in many ways resembled the terror of dahijas that had preceded the outbreak of the First Serbian Uprising.
