Summary/Abstract: Buyer and supplier are parties to the public procurement contracts. The provisions of the Public procurement act provide the possibility that both buyers and suppliers of the public procurement process act in collaboration. The primary objective, which was to be achieved by introducing the possibility of such activities, was to support the rationalization process of cost-effective and efficient ways of disbursement of assets allocated in public procurement system. Secondary goals were different, related to the interests of both buyers and suppliers, between which there is often antinomy. Although agreements, formally regulated by the stipulations of the civil law, are signed by the parties, to some extent they are also shaped directly by the legislature. However, this interference in the shape of the agreement is much more extensive for suppliers than for buyers.
