Summary/Abstract: The article argues that the war in Ukraine is a Russian aggression against Europe, NATO, and the European Union, with a real enemy showing readiness for continued hybrid and conventional aggression. It highlights Europe's maritime vulnerability, especially in the Baltic and North Seas, due to critical infrastructure (cables, pipelines, platforms) and the potential for malicious actions. It discusses Russia's view of this infrastructure as a critical vulnerability and its doctrine allowing military force. The article uses the Black Sea experience since 2014, including the seizure of platforms and their use for reconnaissance, as a case study. It identifies specific Russian special forces and deep-water research units as threats and notes the dual-use nature of civilian vessels. The article concludes with lessons for Europe on strengthening intelligence, protecting infrastructure, neutralizing threats, targeting enemy assets, preventing object seizure, and preparing pre-emptive strikes, advocating for proactive rather than reactive measures.
