Crisis management at the county level – structure and diagnosis of key systemic and organizational issues

Summary/Abstract: The aim of the article is to analyze the organization and identify key systemic and organizationalissues in crisis management at the county level in Poland. The study employs the method of literature review, encompassing legal acts and academic publications. The structure of the systemis based on three main components: the starosta (county executive) as the managing authority,the County Crisis Management Team as an advisory and consultative body and the County CrisisManagement Center. The analysis identifies significant challenges, such as limited competencies,the lack of clear procedures and organizational shortcomings.
