Vulnerable groups during the Covid-19 pandemic in the European Union. Prologomena

Summary/Abstract: The article presents, based on an analysis of legal documents and selected literature, the situationof individuals belonging to vulnerable groups during the Covid-19 pandemic. It providesan overview of the definitions of vulnerable groups and their significance in the context ofsocial policy, as well as their legal definitions. Through content analysis of selected legal acts,the focus is placed on identifying the legal status and factual conditions pertaining to individualsfrom vulnerable groups. The author highlights that the pandemic revealed specific issuesin the treatment and protection of people belonging to these groups (particularly: the elderly,individuals with disabilities, and migrants).
