Summary/Abstract: This paper analyses housing policy in the socialist Yugoslavia, with a particular focus on the Socialist Republic of Bosnia and Herzegovina and the practice of allocating socially owned apartments through ranking lists within workplaces. While housing was constitutionally guaranteed and ideologically framed as a basic right, the actual distribution process revealed numerous structural deficiencies. Drawing on court records, party reports, and contemporary press sources, the study highlights the inconsistencies in allocation criteria, lack of transparency in ranking procedures, and frequent abuses in the system. The aim is to demonstrate how limited and ineffective reform efforts within the housing policy failed to eliminate persistent inequalities in access to housing. Ultimately, the paper argues that the housing policy served as a critical field where the ideological aspirations of the socialist state, the expectations of the citizens and the limitations of selfmanaged institutions collided, revealing deep tensions between egalitarian rhetoric and everyday mechanisms of social selection.
