Summary/Abstract: In January 2026, several regulations were published in the Official Gazette, including: Civil judgment no. 1321/2024 of Bucharest Court of Appeals on the partial annulment of some administrative-fiscal acts, NBR Circular no. 1/2026 on the interest rate paid on the minimum required reserves constituted in lei starting with the period of application December 24, 2025 - January 23, 2026, NBR Circular no. 2/2026 on the interest rate paid on the minimum required reserves constituted in euro starting with the period of application December 24, 2025 - January 23, 2026. Also, in January, several normative acts were amended, including: Law no. 303/2022 on the status of judges and prosecutors, Law no. 304/2022 on judicial organization, Government Emergency Ordinance no. 158/2005 on social security leave and allowances, Law no. 163/2025 on amending and supplementing certain normative acts and establishing certain measures in the field of health, Law no. 163/2025 on amending and supplementing some normative acts and establishing some measures in the field of health, Law no. 141/2025 on some fiscal-budgetary measures, Law no. 95/2006 on health reform, Local Police Law no. 155/2010, Pre-University Education Law no. 198/2023, Law no. 373/2013 on cooperation between Parliament and Government in the field of European affairs, Higher Education Law no. 199/2023. Last but not least, the Official Gazette of January also published the Order of the Minister of Justice (OMJ) no. 2773/C/2025 on the approval of the tariffs charged for medical services provided within the Outpatient Diagnostic and Treatment Medical Center of the Ministry of Justice, other than those financed from the Single National Fund for Social Health Insurance.
