Summary/Abstract: As expected, COP-30 in Belém (10-22 November 2025), held against a global backdrop that was not very favorable to strengthening the global response to the challenges of climate change, failed to decisively unlock the complex situation of the implementation of the Paris Agreement (the Agreement), which is now at the stage of advancing new mitigation and adaptation targets and roadmaps for the next five years.
