Summary/Abstract: In December 2025, several normative acts were published in the Official Gazette, including: Decision of the Plenum of the Superior Council of Magistracy No. 160/2025 approving the Regulation on the graduation examination of the National Institute of Magistracy, the 2025 Code of Ethics for the profession of geodesist. Also, in December several normative acts were amended, including:The Fiscal Code, the Code of Fiscal Procedure, the Code of Civil Procedure, the Civil Code; Law No. 70/2015 on strengthening financial discipline regarding cash receipt and payment operations and on the amendment and supplementation of Government Emergency Ordinance No. 193/2002 on the introduction of modern payment systems, Government Emergency Ordinance No. 193/2002 on the introduction of modern payment systems, Government Emergency Ordinance No. 124/2024 on the postponement of certain deadlines and the strengthening of administrative capacity in the field of property taxation, Government Emergency Ordinance No. 116/2023 on certain measures for the management and recording of current revenues of the public budget through the implementation of digitalisation projects, Government Emergency Ordinance No. 20/2013 on the establishment, organisation and functioning of the National Gambling Office and on the amendment and supplementation of Government Emergency Ordinance No. 77/2009 on the organisation and operation of gambling, Law No. 86/2006 on the Romanian Customs Code, Government Ordinance No. 86/2003 on certain regulations in the financial field, Government Emergency Ordinance No. 74/2013 on certain measures to improve and reorganise the activity of the National Agency for Fiscal Administration, as well as on the amendment and supplementation of certain normative acts, Companies Law No. 31/1990, Government Emergency Ordinance No. 23/2009 on the establishment of the Romanian Counter-Guarantee Fund, Law No. 85/2014 on insolvency prevention and insolvency procedures, Government Emergency Ordinance No. 86/2006 on the organisation of the activity of insolvency practitioners, Law No. 108/1999 on the establishment and organisation of the Labour Inspectorate, the Labour Code, Government Emergency Ordinance No. 77/2009 on the organisation and operation of gambling; Law No. 217/2003 on preventing and combating domestic violence, the Criminal Code, Law No. 10/1995 on quality in construction, the Cadastre and Real Estate Publicity Law No. 7/1996. Last but not least, the Official Gazette for December also published the Aquaculture Law No. 206/2025.
