Summary/Abstract: In November 2025, several legislative acts were published in the Official Gazette, among which the following: GD no. 923/2025 for the approval of the Implementing Rules for the provisions of Law no. 203/2018 on measures to streamline the payment of fines, Order of the Minister of Justice no. 2260/C/2025 on the updating, for the year 2025, of the number of notary public posts for judges of the High Court of Cassation and Justice and the Constitutional Court, Law no. 198/2025 on the organization, functioning and administration of the National Catalogue of Public Services. Moreover, in November, several legislative acts were amended, among which: G.O. no. 39/2015 on the tax record, Law no. 132/2017 on compulsory insurance against civil liability for damages caused to third parties by vehicle and tram accidents, Law no. 176/2010 on integrity in the exercise of public functions and public dignity, amending and supplementing Law no. 144/2007 on the establishment, organization and functioning of the National Integrity Agency, and amending and supplementing other normative acts; Administrative Code, Law no. 47/1994 on the services subordinated to the President of Romania, Law no. 161/2003 on some measures to ensure transparency in the exercise of public office, public functions and in the business environment, prevention and sanctioning of corruption; Government Ordinance no. 140/2021 on certain aspects regarding contracts for the sale of goods, Government Ordinance no. 80/2013 on judicial stamp duties, Law no. 237/2015 on the authorization and supervision of insurance and reinsurance activity. Last but not least, the Official Gazette of November also published the ECHR judgment of 15 April 2025 in Case Badescu and others v. Romania (Application No 22.198/18 and 2 more – 48.856/18 and 57.849/19).
