Summary/Abstract: The legal order operates as an organized system, where the law provides the structural framework, and administrative acts serve as instruments through which general norms are concretely applied. The judicial suspension of an administrative act functions as a temporary switch ‒ an on/off mechanism ‒ that interrupts the effective application of the act, preventing potential imbalances until its legality is clarified. This mechanism, especially sensitive when it concerns normative administrative acts, does not operate solely for the benefit of the claimant but can trigger significant effects on other legal subjects, the general administrative activity, and even the stability of the legal order. Therefore, any intervention that disrupts the enforceability of an administrative act must be rigorously justified to avoid endangering the system's balance. This paper analyzes the main practical challenges encountered when individuals seek the suspension of normative administrative acts. Our research is based on case studies from administrative practice and on an analysis of the rich and continually evolving jurisprudence in the field, which allowed us to identify certain gaps and inconsistencies in the applicable legislative framework. We conclude with a series of de lege ferenda proposals aimed at clarifying the transparency and coherence of suspending normative administrative acts, thereby helping to prevent undesirable effects on public administration and the stability of the legal order.
