Summary/Abstract: In the effort to safeguard democracy and democratic values, it has become evident that without a professional, efficient, engaged, and integrity driven judicial system, states cannot respond to the fundamental needs of individuals. The “judicial acrobatics” witnessed by Moldovan citizens have made the fight against corruption and the reform of the judiciary appear as top priorities. Multiple reforms launched under successive governments have failed to deliver the expected results, leading ultimately to the adoption of radical instruments aimed at resolving the integrity crisis within the justice system. In this context, and considering the challenges faced by democratic processes along with the increasingly visible attempts to derail Moldova’s European path, we set out to present a radiography of justice reform initiatives, with particular emphasis on the ongoing reform centered on the implementation of extraordinary evaluation. Accordingly, we aim to explore the possibilities of an intelligent reform of justice, based on the need to consolidate the rule of law and align the Republic of Moldova with European standards. The objective is not only to identify and formulate theoretical benchmarks applicable to the national context but also to critically evaluate the failures of past reforms, marked by their fragmented and often superficial nature, which failed to produce real structural change. Existing studies show that, despite numerous legislative initiatives, justice in Moldova continues to be perceived as slow, vulnerable to corruption, and insufficiently citizen oriented. To address the subject under analysis, we employ an integrated methodology combining legal analysis, comparative evaluation, and empirical tools such as surveys, questionnaires, and focus groups. Taking into account the risks of perpetuating superficial reforms and emphasizing the need for systemic, transparent, and results oriented public policies, we advance the hypothesis that an intelligent reform cannot be achieved through isolated legislative amendments alone, but requires a profound and long term cultural and institutional transformation. The success of such an intelligent reform could lead to improved access to justice, higher quality of judicial services, strengthened public trust in the justice system, and accelerated European integration.
