Summary/Abstract: The conflict triggered by the Russian Federation against Ukraine on February 24, 2022 brought back to the forefront the relevance and importance of applying the norms of international humanitarian law in a geopolitical context marked by aggression, occupation and massive civilian suffering. The aggressor himself appealed to the norms of international humanitarian law, the Federation alleged that the Ukrainian authorities had used prohibited weapons against Russian civilians in these regions, had given degrading treatment to prisoners of war, and had prevented access to humanitarian aid. The lack of a universal authority to enforce IHL norms, coupled with the refusal of the Russian authorities to allow unfettered access for observers and humanitarian organizations, seriously undermines efforts to protect civilians and restore international legality.
