Summary/Abstract: Lithuania has adopted a distinctive legislative solution in the field of criminal intelligence by consolidating all special investigation methods and competent authorities under one act. This unitary regulation clarifies procedures, limits and responsibilities, and introduces safeguards intended to ensure proportionality and judicial oversight. This article analyses the structure and functioning of the Lithuanian framework and compares it with the Romanian criminal intelligence system, identifying both convergences and significant differences in legal design and institutional practice. Particular attention is given to the mechanisms that regulate special methods of intelligence gathering, the distribution of competences among authorities, and the safeguards intended to protect fundamental rights. The study further outlines the advantages offered by the Lithuanian model, especially in terms of clarity of procedures, coordination between institutions, and oversight mechanisms. The purpose of the analysis is to highlight the potential relevance of these elements for improving the Romanian approach to criminal intelligence.
