Summary/Abstract: Micro-scale fisherfolk communities serve as the backbone of coastal economies. However, many remain trapped in business uncertainties and financial instability due to limited business acumen, poor market access, and inadequate business and management skills. This study uncovers critical gaps in business literacy, marketing strategies, and operational sustainability among fisherfolk in Sagay City, Northern Negros, Philippines. Surveying 488 fisherfolk association members reveals that 98.6% earn below the poverty threshold, with 71.5% relying on unstable, temporary employment. Alarmingly, business management, marketing, and operational skills, basic business concepts, and formation, including supply-demand forecasting, emerged as the most deficient skill areas, hindering economic growth and sustainability. Despite engaging in entrepreneurial activities, many fisherfolks lack structured pricing strategies, branding techniques, and inventory management systems, leading to significant revenue losses. The study also found no significant difference in business knowledge across age, gender, or education levels, highlighting the universal need for structured, inclusive business training programs. Based on these insights, this research proposes a Business and Management Extension Service Program focusing on financial literacy, cooperative development, digital marketing, and sustainable business operations. By fostering entrepreneurial mindset and strengthening market participation, the proposed program aims to break cycles of poverty, empowering fisherfolk to navigate economic challenges with sustainability.
