Summary/Abstract: After the defeat of the Russian Empire in the Crimean War, at the end of 1855 the Austrian Foreign Minister Buol demanded the inclusion in the peace preliminaries of the restitution of southern Bessarabia to the Principality of Moldavia. Although the Petersburg cabinet accepted the restitution of southern Bessarabia during the Congress of Paris, they demanded the preservation of the city of Bolgrad. The reason given by the Russian plenipotentiaries was that this city represented the administrative center of the Bulgarian colonists in southern Bessarabia. The Congress of Paris could not resolve the issue of the delimitation of the Bessarabian border due to divergent points. The reports of the British ambassador in Petersburg highlight the fact that Russia is not faithfully executing its obligations assumed by the Paris Peace Treaty. John Wodehouse also criticized the attitude of Morny, the French ambassador in Petersburg for supporting Russia’s claim to preserve Bolgrad. The reports of the British diplomat show the antagonistic position of Great Britain and France on the issue of Bolgrad. The only solution was to convene a new conference in Paris.
