Summary/Abstract: In most countries, there are domestic and foreign intelligence services that have their own security strategies and concepts, but there are also countries that do not have official strategies. The security concepts of the countries define different goals and principles, but the principle of law and strict adherence to the Constitution, laws and international documents are common. There are three main types of security services: for internal security, for foreign intelligence and military intelligence. In order to be able to adequately respond to changes in the security environment and changes in public relations and technological development, countries are constantly updating their legal framework. This updating is expressed in constant changes to the current legislation and the adoption of completely new regulatory acts. A comparative analysis of the legal regulation of the activities, management and control of special services in different countries shows that there is no universal model of interaction of special services and control over them, which can be imposed as a matrix on every democratic society.In most countries, there are domestic and foreign intelligence services that have their own security strategies and concepts, but there are also countries that do not have official strategies.
