Summary/Abstract: Public consultation represents an important component in the process of administrative reform, ensuring the legitimacy of decisions within the framework of the voluntary amalgamation of territorial communities. It facilitates dialogue between local authorities and citizens, contributing to the increase of transparency and administrative accountability. The present endeavour proposes a critical and systematic analysis of the normative and methodological framework that regulates the public consultation process in the context of the voluntary amalgamation of territorial communities in the Republic of Moldova. Starting from the premise that the participatory dimension represents an essential element of democratic validity in administrative-territorial reforms, public consultation is conceptualized not only as a formal legal requirement, but as a complex mechanism of balancing institutional authority and community will, fulfilling deliberative, informative, and mobilizing functions. The paper highlights that the success of territorial reform depends on the effective conduct of the public consultation process, on the real and consistent integration of citizens’ opinions, and on the political commitment to transform public participation into a genuine mechanism for influencing and legitimizing decisions within the framework of the voluntary amalgamation of territorial communities.
