Summary/Abstract: The article examines the phenomenon of electronic participation by citizens as a crucial tool of modern democracy, which utilizes information and communication technologies to ensure the active involvement of the population in the processes of forming and adopting state and local decisions. Theauthor considers e-participation as a means of increasing citizens' legal awareness and legal culture, especially in conditions of martial law in Ukraine, when traditional democratic interaction mechanisms may be limited. The article presents different approaches to defining electronic participation, analyzes its relationship with the concept of electronic democracy, and outlines the main levels and forms of e-participation. Considerable attention is paid to international experiences, including Estonia, Spain, andthe policies of the European Union, which demonstrate effective models of digital interaction with citizens. The dynamics of electronic participation development in Ukraine are highlighted separately, particularly its rapid growth in the UN rankings, which confirms the success of the digital transformation of public administration, even in the context of war. The author identifies the key benefits of e-participation—accessibility, time savings, absence of territorial restrictions, and broader citizen engagement—and outlines potential risks associated with security and trust in digital platforms. The conclusions emphasize that e-participation is a crucial mechanism for enhancing interaction between authorities and citizens, contributing to transparency, the efficiency of public administration, and the development of an active civil society.
