Summary/Abstract: The international sphere of cybersecurity and cyber diplomacy has been undergoing a transformation marked by stronger cross-border exchange of ideas and practices. What once was the exclusive domain of states now increasingly involves diverse actors, particularly from the private sector. The COVID-19 pandemic accelerated this dynamic: digital gatherings expanded participation and gave private stakeholders a louder collective voice. Their increased visibility and push for access to traditionally state-centric multilateral platforms have encouraged more interaction between governmental and non-governmental actors, even if often through informal cooperation rather than rigid institutional mechanisms. Nevertheless, geopolitics continues to shape the extent and nature of such collaboration.
