Summary/Abstract: The concept of terrorism has a historically variable, unstable, and discursive nature in both theoretical and political contexts. This study treats terrorism not merely as a technical term describing a particular form of violence, but as a conceptual structure operating at the intersection of knowledge, power, and subjectification. Drawing on critical approaches in the literature, the paper discusses the conceptual problems and political instrumentalizations associated with defining terrorism. Within the framework of Foucault’s genealogy and discourse theory, the study analyzes how terrorism discourse constructs a ‘regime of truth,’ enables specific subjectivities, and legitimizes certain forms of violence. Accordingly, the study argues that the concept of terrorism cannot have a fixed or universal definition, but is continuously reconstructed within specific historical and social contexts.
