Summary/Abstract: The Hungarian legislator’s approach to means-tested social benefits is complex, often focusing on reducing expenditures. The emergence of new social and family support benefits has somewhat overshadowed these traditional benefits, with substantive changes being rare. However, introducing the social reference base has resulted in a significant shift in Hungarian law. This paper aims to delve into the antecedents and immediately expected effects of this change, which profoundly impact the lives of many in need.
