Summary/Abstract: The development and implementation of intelligent radio spectrum management systems based on the concept of Dynamic Spectrum Access (DSA) is becoming increasingly important for the efficient operation of modern wireless communication networks. These systems enable the optimal utilization of limited spectral resources while minimizing interference among different users and services. Cognitive radio systems, spectrum sensors, and databases for dynamic frequency allocation allow continuous monitoring and adaptation to current spectrum usage. Intelligent algorithms based on artificial intelligence and machine learning support the automatic allocation of spectral resources, traffic prediction, and coverage optimization. The application of DSA facilitates efficient spectrum sharing, enhances service quality, and provides the necessary flexibility for the deployment of emerging technologies such as 5G, 6G, and the Internet of Things (IoT). The results demonstrate a significant increase in network capacity and reliability, as well as support for strategic planning of national and international spectrum policies, promoting innovation and sustainable development of wireless technologies. Intelligent spectrum management through dynamic access represents a key element for the future of wireless communications, integrating technological, regulatory, and strategic aspects to ensure efficient, flexible, and sustainable management of radio frequency resources
