Summary/Abstract: The article is a research of medieval legal monuments — yarliks on the appointment of emir of ölkä from the treatise “Dastur al-katib” written by Muhammad b. Hindushah Nahchivany in the second half of the 14th c. There is the first Russian translation of these documents. Authors use interdisciplinary analysis to characterize the legal status of this officer and clarifying of the specific features of the administrative territorial unit named “ölkä”. Also there is a drawing of a parallel between ölkä in the Mongol Iran and its possible analogues in other Chinggisid states, in particular the Golden Horde (Jochi Ulus). Author find that emir of ölkä was a governor of the administrative territorial unit (vilayet, province) where the special rule or state of emergency was imposed, and that was a reason of special power of this officer. The information from the analyzed documents allows to widen substantially or view on the specific features of administrative territorial division of the medieval Turkic-Mongol states and the system of regional authorities.
