Summary/Abstract: The annexation of Crimea in 2014 and Russia’s aggression against Ukraine in 2022 havedrastically changed Lithuania’s perception of its security environment, especially since Lithuaniaactively supports Ukraine, making it a primary target of Russian cyberattacks. Cyberspace has be-come a new security domain for Lithuania, necessitating numerous changes both in operationalpractices and in the legal and organizational aspects of the state’s security systems. The aim of thisarticle is to present Lithuania’s cybersecurity strategy model and to outline the role of Lithuanianstate institutions in countering cyberattacks on critical infrastructure by external entities. The analysisresults indicate that Lithuania will continue to develop new strategies and methods to combat cyberthreats in order to protect both national critical infrastructure and private-sector assets.
