Summary/Abstract: The article addresses the issue of crisis management organisation in Poland, focusing on the local level – in the municipality of Pszczyna. The theoretical part discusses the legal and institutional framework of the system, including the tasks of authorities at the national, voivodeship, county, and municipal levels. It also presents issues related to risk prevention and assessment, crisis planning, and critical infrastructure protection. The importance of public education and recovery strategies as elements strengthening local community resilience is indicated. The empirical part presents the results of a survey conducted among 3,479 residents of the municipality. The entire study provides a basis for reflecting on the role of residents in local security systems and the need to involve them in the processes of preparing for and responding to emergency situations.
