Summary/Abstract: During the war, combat operations are rigorously prepared so that victory is assured. To this end, high-ranking officers from the general staff make their knowledge and combat experience available to military decision-makers, who use them to find the shortest path – with minimal risk and maximum efficiency – at the end of which the enemy must declare itself defeated. If front-line operations are carefully planned, peace is not left to chance either. On the contrary, the belligerent sides form, long in advance, teams of specialists from various fields who design and propose solutions for the new post-war political reality. The United Nations coalition of the Second World War introduced, at the Casablanca Conference, the concept of unconditional surrender for the Axis states. At the Moscow Conference (October-November 1943), the European Advisory Commission was created with the mission of drafting the capitulation documents. The Commission operated from December 1943 to 20 August 1945 and was headquartered in London. It included military experts, diplomats, and jurists from the three states of the United Nations coalition (from December 1944, four, following the acceptance of representatives of the Provisional Government of the French Republic). The acts of capitulation (even if they were called armistices) conceived by the Commission and validated by the Allied governments were imposed on the defeated states without negotiations. The envoys of the defeated states had no chance to secure concessions for their countries. The study presents aspects of the activity of the European Advisory Commission.
