Crisis Management in the Face of Flood Risks: A Case Study of September 2024 in Poland and Recommendations for Solutions to Improve the System

Summary/Abstract: The authors set out to investigate the opinions of selected representatives of local government administrations on changes to the crisis management system triggered by the materialisation of the threat of flooding. Respondents were asked the question: what specific solutions should be introduced into the law regulating crisis management to reduce the risk of the recurrence of the September 2024 flood? This article presents the conclusions of the research, which recommend considering a few changes to the crisis management system at the legal, organisational, material and financial levels. The subject of this research is the crisis management system in the context of flooding. The aim of the study is to propose solutions to improve the crisis management system in the face of flooding. The research question took the form of: to what extent do the current solutions in the crisis management system meet the needs of local government units in a flood situation, and what changes do they advocate to increase the effectiveness of their response to this type of hazard?
