Statistical Assessment of the Scientific and Innovation Potential of Ukraine’s Regions

Summary/Abstract: The article explores the phenomenon of a region’s scientific and innovation potential and the approaches to its assessment in the context of digital transformation. Specific aspects of this potential are identified, along with a range of challenges that reduce the accuracy of its assessment, including measurement issues, variations in the influence of individual factors on potential, and insufficient detail in official statistical data. An algorithm for evaluating the scientific and innovation potential of regions under digitalization conditions has been developed. A methodology is proposed for comparing the scientific and innovation potential of Ukraine’s regions using open statistical data. By standardizing the initial data, it becomes possible to account for heterogeneous indicators of scientific and innovation development across regions. Based on statistical indicators characterizing regional potential, normalized values were determined. After bringing parameter variations to a predefined interval, an integrated indicator of scientific and innovation potential development was established. To visualize the relative position of regions, a descending ranking method was applied, enabling the construction of a regional rating for Ukraine in terms of scientific and innovation potential. The proposed methodology is clear and simple, does not require complex calculations or expert evaluations, and allows for the analysis of scientific and innovation potential using an integral dimensionless indicator rather than absolute values. All necessary data can be obtained from official sources. The advantages of the method include its universal applicability and the possibility of adapting it for use in other territories.
