Features of Library Management as a Social Institution: Socio-Cultural Aspect

Summary/Abstract: The purpose of the article is to consider the library as a social institution in the state and administrative aspect, which plays a key role in supporting and implementing state policy in the field of culture, education, and information. The research methodology involves the use of interdisciplinary scientific methods, namely: analysis – to study the concept of a library as a social institution; synthesis – to reflect the library as an integral institution in the management system; dialectical method – to clarify the essence of the library‘s functions; induction – to form conclusions; deduction – to form directions of a state management decision regarding the development and support of library activities in thepublic administration system of Ukraine; systemic and management analysis – to indicate that the library and library activities are an integral part of the public administration system. The scientific novelty of the work lies in understanding the role and place of the library in the system of state management of the sphere of culture. Conclusions. Today, the library management system in Ukraine has a continuous cyclical process that plays an important role in the formation and management of the cultural sphere. It is proven that state management of libraries is carried out using modern social, cultural, informational, educational, legal, managerial factors and business tools, has a balanced system of indicators of state management of the library sphere, taking into account the peculiarities of its activities. It is emphasised that the library, as a social institution in modern state-building, successfully implements programs that contribute to the development and strengthening of Ukrainian society, the preservation of culture, ensuring access to information, improving the quality of education, and is a centre for preserving the cultural memory of Ukraine. The memorial, cultural, and educational function of the library may not change, but in specific manifestations it may be completely different, since it is often not the functions themselves that change, but their content. The implementation of an electronic library management system and the creation of a Single Electronic Resource Platform for Library Resources will allow people to find books, magazines, publications, manuscripts and other resources faster, as they will be combined into a single search system. All this will improve access to information, especially for those who live far from libraries or have limited opportunities to visit. Electronic management systems will allow you to record user requests and the history of requests, analyse requests by periods, departments and types of services, which will improve the quality of library service and take into account the needs of citizens of a particular library and librarianship in general. All this requires support at the state and regional levels.
