Summary/Abstract: Research subject: The study examines legal and institutional regulations governing the tourism sector in the context of global crises such as the COVID-19 pandemic, war (e.g., the war in Ukraine), and climate change. Research hypothesis: Global crises (pandemic, war, climate change) necessitate a flexible and integrated approach to tourism regulation, while states and international organisations are not yet sufficiently prepared to provide coherent, crisis-resilient legal frameworks in this field. Research objectives: 1. To analyse tourism regulations in selected states and international organisations against the backdrop of the three major crises. 2. To assess the impacts of the pandemic, war, and climate change on the tourism sector and how they are reflected in public policies and legal instruments. 3. To identify gaps and challenges in the existing regulatory frameworks. Methodology: The study combines doctrinal legal analysis with a functional comparative approach to the solutions adopted by the UN, the EU, and Poland. It further employs an empirical analysis of datasets produced by UN, EU, and Polish agencies.
