Summary/Abstract: Development instruments are framework tools through which European development policies become operational at the level of each Member State or acceding state. European regulatory instruments are self-contained in the sense that they cannot be modified by Member States or in the process of accession. Each Member State adapts its European regulatory instruments based on national legislation so that they can be operational/used in the development process. They were created with the aim of providing legislative, financial and technical support to European rural development policy.
